For regular seeing and hearing, assuming no Darkvision: In order to Stealth, you are required to be Heavily obscured, aka Unseen.

As for “pairing stealth with a wand action” I would say that’s a no-go. The stealth rules state that stealth checks are made as part of movement, so that’s what they have to do.
